Fiona Grinwald

Fiona brings a deep understanding of government decision-making, policy development and stakeholder engagement, shaped by more than 20 years experience across Victoria’s public sector and political landscape. She has held senior leadership roles within Victorian government departments spanning social and economic portfolios including Premier and Cabinet, Treasury, Health and Corrections and has worked closely with ministerial offices. Her experience includes advising on complex policy, legislative and budget submissions, grants and procurement processes, and navigating government protocol and Cabinet decision-making. 

Fiona has also previously worked within the not-for-profit sector, leading funding strategy for a state-wide social services agency, and oversaw the operational management of a multi-disciplinary primary health care practice for more than 12 years, grounding her policy expertise in the realities of service delivery. Earlier experience in a federal parliamentarian’s office provides additional insight into the political context shaping government priorities.

With qualifications in public policy and organisational change, Fiona takes a pragmatic, outcomes-focused approach to government relations, informed by behavioural science insights into how decisions are made and influenced. She is passionate about supporting not-for-profit organisations to frame their impact in ways that align with public policy objectives, and build credible, constructive relationships with government to achieve sustainable funding and policy outcomes.
